When the timescale changes to 24 months the average among those who claim they will definitely be buying private number plates rises from 4% to 6%. This is the benchmark against which we go on to measure the likely impact of the proposed introduction of additional A to R series plates.  The 24 month period is preferred as the earliest possible release date is at least six months from the date of the research fieldwork being undertaken.
